Allocation of 1.2 million barrels of Libyan Light Crude Oil
available starting in January 2007 due to a buyer that
has fell through:


1. ONE END USER HAS NOT TAKE HIS DECEMBER ALLOCATION

2. I HAVE TO PRESENT DIRECTLY AN END USER READY WILLING AND ABLE TO BUY

THIS ALLOCATION OF 1.200.000 BARRELS IN JANUARY 2007

3. PRICES = INTERNATIONAL MARKET PRICES

4. WE WILL GET A DISCOUNT TO BE SHARRED BUT I WILL KNOW ONLY IF I PRESENT

THE OFFICIAL REQUEST OF THE END USER.

5. I NEED THE OFFICIAL LOI ADRESSED TO MY NAME AND TO BE DESTINATED TO

NOC - INTERNATIONAL EXPORT CRUDE OIL DEPARTMENT



We will need an LOI addressed to the Mandate for the NOC:
